Program Performance Manager at Performance Management, Romania
As Performance Manager (http://performancemanagement.ro), Marcel helps organizations improve their projects/program efficiency and impact. Between 2007 and 2014, he acted as Impact Assessment Manager for Global Libraries Project in Romania. Marcel has worked in Project/Program Management for the last 23 years and in Performance Management for the last 16 years. He designed and managed performance measurement plans; created data collection tools (scorecards, questionnaires, and surveys) and led data collection; designed and implemented nationwide surveys; processed and analyzed data; designed Management Information System to manage and interpret data into an efficient manner. Marcel conducted performance management for organizations implementing projects of over $12 billions in Romania, and devised suggestions to help the management teams improve project planning, implementation, and manage changes. He constantly directed project improvement suggestions to team leaders in order to facilitate the decision making process, to better map the business strategy, to maximize resource spending efficiency, and to increase project impact.
He worked in various fields: Project Manager or Monitoring and Evaluation Manager in International funded projects (USAID, World Bank, EU), Independent Management Consultant, Consultant (business development, revolving funds creation and management, local economic development, labor market restructuring), Export and Marketing Manager in a manufacturing company, Executive Manager in a retail company. He is used to work with various industries: private sector (tourism, financial services, food processing, wood processing, readymade clothing, leather processing, construction) and public sector (Local Economic Development, Health Services, Public Administration, Labor Market restructuring, Education). Marcel has always a long term perspective when planning/implementing programs focusing sustainability. In one local development program managed by him, 85% of the communities involved were doing sustainable work three years after program end. His paper “Applying pop-up survey software to incorporate users’ feedback into public library computing service management” has been awarded with the 2012 Highly Commented Award by Performance Measurement and Metrics Journal.
